Ms. Melissa K. Pang has been serving as a Law Society Council member since 2005. Ms Pang was elected Vice-President of the Law Society on 2 September 2014 and re-elected in 2015, 2016 and 2017. Ms. Pang currently serves as the Chairperson of Consents Committee and Pro Bono and Community Work Recognition Committee. She is also a member of several other committees overseeing compliance, policy and resources, external affairs, constitutional affairs and human rights, Greater China legal affairs and international legal affairs.

Ms. Pang is qualified to practise as a solicitor in Australia, England and Wales, and Hong Kong. She is also a Notary Public, Civil Celebrant, accredited mediator, associate member of the Hong Kong Institute of Arbitrators, and China Appointed Attesting Officer. Her main areas of practice are commercial law, property law and litigation. She is a Partner of Pang & Associates.

Ms. Pang is at present Vice-President of LAWASIA and represents the Law Society in Hong Kong Legal Aid Services Council. With her devotion to public service, Ms. Pang was awarded the Medal of Honor in 2006 and Justice of the Peace in Hong Kong in 2010.

Mrs Carrie Lam joined the Administrative Service of the Hong Kong Government in August 1980 and rose to the rank of Administrative Officer Staff Grade A1 in September 2006. She became a Principal Official on July 1, 2007 when she was appointed Secretary for Development. She was appointed Chief Secretary for Administration on July 1, 2012.

Mrs Lam has served the public for more than 36 years in 20 public service positions including Director of Social Welfare, Permanent Secretary for Housing, Planning and Lands (Planning and Lands), Director-General of the Hong Kong Economic and Trade Office in London, Permanent Secretary for Home Affairs, Secretary for Development and Chief Secretary for Administration.

Mrs Lam was elected as the Fifth-Term Chief Executive of the Hong Kong Special Administrative Region on March 26, 2017, and was officially appointed to this position by the Central People’s Government on March 31, 2017 to assume office on July 1, 2017.

Mrs Lam is married and has two sons.

Mr. Xie Feng has been the Commissioner of the Ministry of Foreign Affairs of the People’s Republic of China in the Hong Kong Special Administrative Region since 2017. He received a Bachelor of Law degree in 1986 and a Master of Public Administration degree in 2008.

Mr. Xie Feng has 21 years of engagement in China-US relationship during his 30-plus years of diplomatic service. He served in the Chinese Embassy in Washington D.C. twice (2000-2003 and 2008-2010) and in the Department of North American and Oceanian Affairs of the Ministry, holding important posts including the Minister of the Embassy, Deputy Chief of Mission (2008-2010) and the Director General of the Department (2010-2014).

Prior to his present functions, Mr. Xie Feng served as the Chinese Ambassador to Indonesia from 2014 to 2017. Amb. Xie was deeply involved in China’s diplomacy towards its neighbors and the development of the Belt and Road Initiative, in particular the major China-Indonesia infrastructure cooperation projects such as the Jakarta-Bandung high-speed railway.

Mr. Xie Feng started his diplomatic career in the Foreign Ministry at the British desk, West European Affairs Department, and was involved in Sino-British consultations on Hong Kong affairs before the return of the city.

Secretary for Justice, The Government of the Hong Kong Special Administrative Region

Ms. Teresa Cheng, SC, was appointed Secretary for Justice on January 6, 2018. She was a Senior Counsel in private practice before joining the Government. She is also a chartered engineer, chartered arbitrator and accredited mediator. She was frequently engaged as arbitrator or counsel in complex international commercial or investment disputes.

Ms. Cheng was one of the founders and Chairman of the Asian Academy of International Law. She is a Past Vice President of the International Council of Commercial Arbitration, Past Vice President of the ICC International Court of Arbitration and Past Chairperson of Hong Kong International Arbitration Centre. In 2008, she became the first Asian woman elected through a global election as President of the Chartered Institute of Arbitrators. She served as Deputy Judge / Recorder in the Court of First Instance of the High Court of Hong Kong from 2011 to 2017. She is a member of the International Centre for Settlement of Investment Disputes Panel of Arbitrators, and was a member of the World Bank's Sanctions Board.

Ms. Cheng is a Fellow of King's College in London, and was the Course Director of the International Arbitration and Dispute Settlement Course at the Law School of Tsinghua University in Beijing.

Ms. Cheng has co-authored numerous books and articles in journals and seminars. Some of her publications include “Construction Law and Practice in Hong Kong” and “Arbitration in Hong Kong: A Practical Guide”, published by Sweet & Maxwell, as well as papers in the “International Council for Commercial Arbitration Congress Series”, published by Kluwer Law International.

Adjunct Professor of Finance, The Hong Kong University of Science and Technology; and Former Secretary for Financial Services and the Treasury, The Government of the Hong Kong Special Administrative Region

Professor Chan is Adjunct Professor and Senior Advisor to the Dean at HKUST Business School. He was appointed as Secretary for Financial Services and the Treasury of the Government of the Hong Kong Special Administrative Region from July 2007 to June 2017. Prior to that, he was Dean of Business and Management in the Hong Kong University of Science and Technology (HKUST). Before joining the HKUST Business School in 1993, Professor Chan had spent nine years teaching at Ohio State University in the United States.

Professor Chan received his bachelor's degree in economics from Wesleyan University and his M.B.A. and Ph.D. in finance from the University of Chicago. He specialised in assets pricing, evaluation of trading strategies and market efficiency and has published numerous articles on these topics.

Professor Chan held a number of public service positions including Chairman of the Consumer Council, Director of the Hong Kong Futures Exchange, and Member of the Commission on Strategic Development, Commission on Poverty, the Exchange Fund Advisory Committee, the Hang Seng Index Advisory Committee, and the Hong Kong Council for Academic Accreditation. He was former President of the Asian Finance Association and President of Association of Asia Pacific Business Schools.

Associate Professor, Department of Public Policy, City University of Hong Kong

Associate Professor of Philosophy in the Department of Public Policy, City University of Hong Kong. He obtained his BA and MPhil from the University of Hong Kong in philosophy, his MSc from the University of Sussex in knowledge-based systems, and his PhD in philosophy and cognitive science from the University of Minnesota. His teaching and research have focused on comparative social and political philosophy, applied and comparative ethics, end-of-life decision making, and the problem of rationality. His journal articles and book chapters have appeared in Journal of Medical Ethics, Bioethics, Journal of Medicine and Philosophy, and Education Philosophy and Theory among others. He is currently a Vice Chairman of the Clinical Ethics Committee of the Hospital Authority in Hong Kong and chairs its Working Group on Advance Directives. He is also the Chairman of Hong Kong Bioethics Association and has recently co-edited the book “Towards Sustainability: Medical Ethics and Professionalism”(in Chinese) (City University of Hong Kong Press, 2018) among others.

Mr. Kan is the Senior Partner of Fred Kan & Co., an established commercial law firm in Hong Kong.

Mr. Kan graduated from the University of Toronto in mechanical engineering as well as in law.

Mr. Kan was a member of the Council of the Law Society from 1997 to 2002. He is currently the Chairman of the Law Society’s Belt and Road Committee. In May 2016 Mr. Kan was admitted to the Law Society’s Roll of Honour in recognition of his distinguished service to the Law Society, to the Council and to the development of the practice of law in Hong Kong.

From 1997 to 1998 Mr. Kan was the Chairman of the Banking and Finance Standing Committee of LAWASIA and from 1998 to 2001 he was the Chairman of its Banking, Finance and Insurance Standing Committee.

Mr. Kan was a Council Member of the Hong Kong International Arbitration Centre. He was also a Member of the Macau Law Reform Advisory Committee. He is currently a member of the Board of Directors of the Financial Dispute Resolution Centre.

Mr. Kan was a Deputy Chairman of the Hong Kong Review Body on Bid Challenges (under the WTO Government Procurement Agreement). In March and April 2010, he was a Visiting Scholar of government procurement law at the University of Nottingham.

Mr. Kan is a member of the Executive Committee of UIA (Union Internationale des Avocats / International Association of Lawyers) and is its Director of National and Regional Activities.

Mark Kingwell is Professor of Philosophy at the University of Toronto and a contributing editor of Harper’s Magazine in New York. He is the author or co-author of eighteen books of political, cultural and aesthetic theory, including the national bestsellers Better Living (1998), The World We Want (2000), Concrete Reveries (2008), and Glenn Gould (2009). In addition to many scholarly articles, his writing on politics, art, architecture and technology has appeared in more than 40 mainstream magazines and newspapers. His most recent books are the linked essay collections Unruly Voices (2012) and Measure Yourself Against the Earth (2015), and a study of sports and error, Fail Better (2017). Works in progress include a monograph on the future of work (2018), and philosophical studies of boredom (2019) and risk (2020).

Dr. LU Chuanying is a senior research fellow of Shanghai institutes for international studies (2009--). He received his Ph.D. and M.A of International Politics, and B.S. of Computer Science. He was a visiting fellow of Center for Strategic and International Studies(U.S.), Oxford University(U.K.). Dr. LU is specialized on cyberspace governance and cyber security,and the Editor Chief of Information Security and Communication Privacy. He is also a member of China-EU digital economy and cybersecurity working group. He has published a couple of articles on the issues of cyberspace on journals and newspapers including Cyberspace Governance, Cyber Security. Dr. Lu has also contributed to a variety of research projects related with Cyberspace Governance Strategy, and American Cyber Security Strategy. He has attended several academic activities on the issue of cyberspace home and abroad.

Johnny Chan is the Chief Legal and Compliance Officer and Group Company Secretary of China Merchants Securities International Company Limited (“CMS”), the international arm of China Merchants Securities Co., Ltd., one of the top tier Chinese investment banks with a total number of 10,000 staff providing premier and comprehensive financial products and services.

Johnny has over 15 years of experience in the financial and banking industry and he is responsible for managing all legal, regulatory and compliance-related matters for CMS’ Hong Kong and overseas operations (including offices in the UK, Korea and Singapore).

Before joining CMS, Johnny was the Senior Legal Counsel of ABN AMRO Bank N.V. (Hong Kong) where he managed and responsible for the legal affairs of ABN AMRO’s clearing, global markets, prime brokerage and stock borrowing and lending activities in the region. Before that, Johnny was a Legal Counsel of CITIC Securities International Co., Ltd. (now CITIC CLSA Securities) for about 4 years.

Johnny’s practice focuses on advising on issues relating to regulatory and compliance matters, corporate governance, anti-money laundering, SFC and regulatory investigations, corporate litigation, cybersecurity, data security and privacy law, corporate finance, cross-border M&A, private equity investment, asset management as well as equities and derivatives transactions.

Johnny is a frequently invited speaker at international industry conferences and has recently spoken in the Thomson Reuters 15th Annual HK In-House Legal Summit 2018 on the topic “Legal Segmentation: Achieving More with Less”.

Johnny graduated from The University of Technology, Sydney with Bachelor of Business and Bachelor of Laws (with honours) degrees and qualified in Hong Kong. Johnny was admitted as a solicitor in Hong Kong in 2002.

Mr. Chen is Ant Financial’s General Counsel, responsible for the company’s legal and compliance functions (including anti-money laundering compliance). Mr. Chen joined Ant Financial in March 2016. Prior to joining Ant Financial, he was a Partner with U.S.-based Simpson Thacher & Bartlett, and was head of the firm’s Mainland China Practice. Mr. Chen, who has been based in Hong Kong since 1997, has worked on a variety of equity and debt offerings and mergers and acquisitions involving primarily Chinese companies. Mr. Chen has extensive experience in corporate governance and regulatory matters, and is qualified to practice law in New York and Hong Kong. Mr. Chen received his J.D. from Osgoode Hall Law School, York University at Toronto, Canada.

Ms. Carmen Kan is the General Manager, Legal & Compliance and Operational Risk Management Department and General Counsel of Bank of China (Hong Kong) Limited (BOCHK). She was one of the first batch of lawyers to qualify in Hong Kong, China and the Mainland China. Ms. Kan is a China-appointed Attesting Officer by the Chinese Ministry of Justice and she is listed on the Panel of Arbitrators by Shenzhen Court of International Arbitration (also known as South China International Economic and Trade Arbitration Commission).

Ms. Kan is one of the top 20 Global General Counsel named by Financial Times in 2017 and is awarded Woman Lawyer of the Year (In-House) 2017 by Asian Legal Business.

Ms. Kan joined BOCHK in 2010. Prior to her current tenure, she had been a top-notch banking and finance partner of Clifford Chance, and served as the Chief Representative and Managing Partner of its Beijing office for four years. Mr. Amirali B. Nasir first joined the Law Society Council in 2005 and has since been involved in the work of Standing Committee on Practitioners Affairs, Standing Committee on Policy and Resources, Standing Committee on Compliance, Standing Committee on External Affairs, Belt and Road Committee, Guidance Committee, Consents Committee, Constitutional Affairs and Human Rights Committee, International Legal Affairs Committee, Innotech Committee, Working Party on Islamic Finance and various other committees. Mr. Nasir was elected as Vice-President of the Law Society in 2016 and re-elected in 2017.

Mr. Nasir is the founder of Nasirs Solicitors. His main areas of practice are litigation, company, commercial, islamic finance, property, trusts and notarial services.

Mr. Nasir was educated in, and first qualified as a solicitor, in London, UK. He moved to Hong Kong and first practised as a solicitor at a prominent local firm of solicitors after which he established the firm of AB Nasir & Co later renamed NASIRS. In addition to his practise as a Solicitor in Hong Kong, he is enrolled as a solicitor in England and Wales and as a Notary Public by faculty granted in Hong Kong and in England and Wales. Mr. Nasir is also a trustee of a local charitable trust serving the local community in all aspects of life. Mr. Nasir was appointed a Justice of the Peace in July 2005.

Helen Avakyan is experienced in different areas of law, and has taken an active role in both contentious and non-contentious matters.

Her extensive legislation drafting experience includes work on governing the capital markets sector, corporate relations, insolvency procedures, commercial litigation and more. She was repeatedly involved in drafting the decrees of the Presidium and Plenum of the Supreme Arbitrazh Court of Russia.

Helen is on all taskforces for each stream of the governmental program for Digital Economy with the Skolkovo competence centers and an expert at the Expert Advisory Board for Improvement of the Financial Market and Banking Sector Regulation and the Expert Board for Digital Economy and Blockchain Technologies with the State Duma.

Prior to joining the Firm, Elena was the Head of the Analytical Department of the Russian Higher Arbitrazh Court. She was an ideologist and a manager of the e-justice system implementation project in Russia.

Since 2018 Elena has been a member of the Expert Board for Legislative Support of the Securities Market Development with the Russian State Duma’s Committee for the Financial Market.

Helen is an Active State Counsellor of the Russian Federation, 2nd class. She was awarded the Russian Judicial System honorable charter and is commended by the Court of Intellectual Rights.

In 2016, Russian Presidential Commissioner for Entrepreneurs’ Rights Boris Titov awarded a letter of commendation to the Firm for Helen’s persistent "pro bono" efforts in protection of entrepreneurs’ rights at a session of the Business against Corruption Public Center.

From June 2018 Elena is the Counsel in Russian Federal Chamber of Lawyers.

She graduated from the Saint Petersburg State University Law School.

Christina studied Jurisprudence at Oxford and qualified as a solicitor in 1991. She has developed and managed law firms including a virtual law firm. In 2011 she set up the Co-operative Legal Services family law offering, later becoming their Director of Policy and more recently was the Director of Innovation at top 100 firm Cripps LLP.

She holds a range of public appointments including member of the Family Justice Council, trustee of LawWorks and council member for the Women Lawyers Division.

Christina is the 174th President of the Law Society of England and Wales.

She is an award winning published author, speaker and lecturer and frequent media commentator.

Christina is passionate about diversity and inclusion, technology and access to justice and uses every opportunity to advocate and progress positive change in these areas.

As part of her presidential plan, Christina is leading on a workstream which focuses on women in law, to promote and support gender equality in the legal sector and to level the playing field for all women working in law irrespective of role, including business service professionals and the judiciary.

Eric Chang is the Senior Director of Technology Strategy at Microsoft Research Asia, where he works on IP portfolio management, starting research themes, and guiding technologies to real world impact. Previously, Eric co-founded Microsoft Advanced Technology Center (ATC) in 2003 where he led teams to develop Office, Windows, and other Microsoft products and started a multidisciplinary incubation team.

Prior to joining Microsoft Research, Eric was one of the founding members of the Research group at Nuance Communications, a pioneer in natural speech interface. While at Nuance, Eric led the development of the world’s first deployed Japanese natural language speech recognition system.

Eric graduated from M.I.T. with Ph.D., Master and Bachelor degrees, all in the field of electrical engineering and computer science. Eric has published in the fields of eHealth, speech processing, and machine learning. He is also the inventor of over 15 granted and pending patents.

Mr. Thomas S. T. So has been a member of Council of the Law Society since 2005. Mr. So was Vice-President of the Law Society since May 2013, and was elected as President of the Law Society from June 2016 to May 2018. Mr. So has also acted as the Chairman of the Standing Committee on Compliance, Standing Committee on Practitioners Affairs, Greater China Legal Affairs Committee and Constitutional Affairs and Human Rights Committee.

Mr. So is a partner at Mayer Brown JSM advising on property-related, libel and media related litigation work, as well as cross border litigation and arbitration in the PRC. Mr. So is also a solicitor advocate having rights to appear in the higher courts in HK. He obtained his LL.B degree from University of Hull (1985), LL.M degree in International Commercial Law from University of Hong Kong (1993), LL.B degree at China University of Political Science & Law, Beijing (1997), and Doctor of Laws from Tsinghua University, Beijing (2005).

He is admitted to practise in Hong Kong (1988), England & Wales (1991), Australia - ACT (1991), Australia - High Court (1991), Singapore (1993) and the People’s Republic of China (2009), and is also a China-Appointed Attesting Officer (2003).

Ben Yates is a litigation and arbitration solicitor specialising in technology-related disputes and regulatory issues. His practice has two main, overlapping, areas of focus. The first is cybersecurity, where he manages RPC's cyber incident crisis response service, ReSecure, across the Asia region and advises on compliance with data protection regulations. The second is blockchain and cryptocurrencies, in which he deals with everything from cryptocurrency fraud to regulatory advice.

Ben is the author of a 48,000-word new chapter on “cyber law” in Chitty on Contracts, covering data protection, cloud computing, cybersecurity, blockchain technology, smart contracts and related subjects.

Ben holds degrees in English law and French law from the University of Liverpool and the Université de Paris 1 Panthéon-Sorbonne respectively. He is qualified as a solicitor in both Hong Kong and England & Wales.

Elizabeth Espinosa is the Senior Vice President of the Law Society of NSW and will be President of the Law Society of NSW from 1 January 2019. Elizabeth will be the first of her generation and the first graduate from the University of Wollongong (UOW) to hold this position. She is a dynamic professional with no limits to her interests or capacity in dealing with legal matters. Elizabeth is a strong supporter of professional integrity, the rule of law, natural justice principles, education and diversity and inclusion. 

In her current and previous role as General Counsel in a local government authority Elizabeth is a crucial part of the executive team and a lead decision maker in numerous complex matters, often involving the interplay of various Commonwealth and State legislation and corporate governance and probity principles, including responding to investigations by the NSW Ombudsman and ICAC.

Martin Maisner is a specialist in the field of information technology, cybersecurity, alternative dispute resolution, sports law and contract law.

Since 1990, he has been actively engaged in the law of information technology and participated in not only the formation of a number of componential legal theories, relating to specific areas of information technology law (outsourcing, comprehensive cybersecurity), but also in the creation of the legal environment and business practices in related industries both in the Czech Republic and internationally. He provides comprehensive legal advice to both suppliers of technology and customers, and also in some instances to candidates for public procurement regarding the preparation of their tenders.

Martin has in-depth experience with arbitration, both at the national and international level. He acts as an arbitrator in a number of the permanent arbitration courts in the Czech Republic as well as on the international scene. He has ruled as a sole arbitrator, arbitrator and Chairman of the arbitration board in almost 200 Disputes, many of which were particularly significant both in terms of the value of the subject of the dispute (10% of disputes over 100 million CZK, 5% of disputes over 1 billion), the participants or indeed the business context. In addition to the performance of duties as an arbitrator he also represents clients in arbitration proceedings, or participates in representations before arbitration tribunals held by Czech and international arbitration bodies.

Other areas of law, in which Martin is actively engaged, can include sports law and the law of obligations in general, including the theory of bargaining. In the context of sports law he is dedicated to resolving disputes primarily within sports federations, and to effective handling of disputes between sports clubs and their referees. In 2016, he joined Berkley Insurance Asia as Deputy Chief Executive Officer for the Hong Kong Branch and Head of Claims, Financial Lines for Asia. Mr Stephen Wong joined the Attorney General’s Chambers of the Hong Kong Government as a Crown Counsel in 1986. He was seconded to the UN Human Rights Committee based in Geneva and became the Assistant Director of Public Prosecutions in 1992. Mr Wong later assumed the offices of Deputy Solicitor-General; Founding Director of Berlin Economic and Trade Office; and Secretary-General of the Hong Kong Law Reform Commission, responsible for human rights (including reporting to UN human rights treaty monitoring bodies); cross-boundary legal affairs; Constitutional law and “Basic Law” issues; legal policies; economic and trade affairs (Central and Eastern Europe) and law reform. Mr. Ng has also been involved in regulatory and government-relation matters with a particular focus in North Asia. Mr. Ng has been involved in all aspects of Uber’s business in APAC since 2015 helping the region and the global business grow from being in 100 cities to over 600 cities. Mr. Wu is the Chief Information Officer at Link Asset Management Limited (HKEX: 0823). In addition, he is also the Chairman of Smart City Consortium’s Proptech Committee, as well as an advisor for various organizations such as the Hong Kong Science and Technology Park and the Logistics and Supply Chain MultiTech R&D Centre (LSCM), etc.

Mr. Wu has over 20 years of IT management, IT consulting and IT Startup experiences, and is responsible for the formulation of information technology strategy as well as the management of all information technology functions of Link.  Prior to joining Link, he had held senior IT management roles at various multinational consulting firms and local conglomerates, including Avanade (a Microsoft and Accenture JV) and Orange Sky Golden Harvest.  He was also the co-founder / CTO of two successful IT startups in Hong Kong, including Resources Link Ltd. (A JV with China Resources) and Wisers Information Ltd.  Mr. Wu holds a Bachelor of Mathematics (Joint Honours in Management Accounting and Computer Science) degree from The University of Waterloo in Canada.

Garrick joined Cisco in 2007, and was promoted to his current role with expanded territories in 2016. With more than two decades of experience in the ICT industry, he has been driving innovations in the local market with deep knowledge in technology, and has attained significant achievements in developing turnkey cross-architecture solutions to best align with customers’ business needs and goals. He has been recognized by the company as Manager of Excellence three years in a row since 2014.

Garrick is the Cisco Security Ambassador and has been vocal to promote cybersecurity awareness and actions to the publics.
